Every city on this page has its own building department, its own permit portal, its own lot patterns, and its own idea of what a house should look like. That is the reason this page exists. Before we price a project we want to know which desk reviews the plans, what the lot will and will not allow, and what kind of work actually makes sense on that street. Here is how that plays out around the Valley, region by region, with a link to the page for each city.

Scottsdale, Paradise Valley, and Cave Creek

Scottsdale

Scottsdale is really two building markets. South of the CAP canal, the older neighborhoods are full of 1950s and 1960s ranch homes on lots people love and floor plans they do not, which is exactly the house a whole home remodel or an addition was made for. North and east of the canal, most land sits under the city's Environmentally Sensitive Lands overlay, where each lot has to keep a share of its natural desert untouched, from roughly 15 percent on flat ground up to 80 percent on steep hillside, and the height limit drops to 24 feet. A parcel that looks generous on a map can have a much smaller buildable envelope in person, so we read the overlay before we talk about a floor plan. Permits go through Scottsdale's One Stop Shop and get reviewed across planning, building, engineering, stormwater, and fire.

Paradise Valley

Paradise Valley is its own town with its own building department, and most of it is zoned for one acre minimum lots. That much land changes the conversation: setbacks, driveway placement, and where the house can sit become design decisions rather than paperwork. Every separate structure, a ramada, a detached garage, a sport court, is its own permit, and parcels on and around Camelback and Mummy Mountain go through the town's Hillside Building Committee before a building permit exists. The work here is luxury remodels, additions, and new custom homes on estate lots, and it rewards a contractor who plans the schedule around the town's process instead of fighting it.

Cave Creek

Cave Creek is the foothills town north of Phoenix, beside Carefree and Black Mountain, incorporated in 1986 and still built on desert acreage. Here the site work is half the project. Some parcels are on town water and some depend on a well, most acreage is on septic permitted through Maricopa County, washes cross a lot of the land, and Arizona law requires notice to the state Department of Agriculture before protected native plants like saguaros are moved. Inside town limits the Town of Cave Creek reviews the plans, while nearby Desert Hills and New River are permitted by the county, so we confirm jurisdiction at the parcel first.

Phoenix

Phoenix and Arcadia

Where we started, and the neighborhoods that shape a Phoenix custom home or remodel.

Arcadia

Arcadia is a neighborhood, not a city. Most of it sits inside Phoenix in 85018, at the foot of Camelback Mountain, on old citrus grove lots that still carry flood irrigation and the mature trees that come with it. A typical Arcadia project starts with a beautiful lot that deserves a better house, whether that means a careful addition, a whole home remodel, or a new custom home on the land you already own. Plans run through the City of Phoenix Planning and Development Department, and a property on the Phoenix Historic Property Register picks up a preservation review first. Protecting the irrigation and the trees during construction is half the job.

Biltmore

West of Arcadia, around the Arizona Biltmore and the Camelback corridor in 85016, the Biltmore area is largely the same buyer with a different zip code. The housing is a mix of gated patio homes, older houses along the corridor, and estate lots in Biltmore Estates, and much of it is at the age where the owner wants a whole home remodel or a luxury whole house renovation rather than a move. Some of those houses want an addition and some want to be opened up from the inside, and telling you which one you have is the first thing we do. Permits run through the City of Phoenix, same as Arcadia.

Ahwatukee

Ahwatukee sits on the far side of South Mountain from the rest of Phoenix, and it is one of the city's urban villages rather than a city of its own, so plans still go through the City of Phoenix. It is almost entirely built out with master planned single family neighborhoods built over several decades, which means we are not building on empty lots down there. The honest work in Ahwatukee is remodels, additions, and large kitchen and bath projects on houses with views worth staying for.

Greater Phoenix

Phoenix is home, and it is where the rest of our services live. If you own a lot, or are about to, we build on it, even if a house sits on it today. If the house is worth keeping, we remodel it, add on to it, or redo the kitchen and baths from the studs out. Our license class, KB-1 Dual, also covers commercial construction, so a tenant improvement or a commercial remodel in Phoenix is licensed work, not a stretch.

East Valley

Queen Creek, Gilbert, Chandler, Mesa, and Tempe

Five permit desks, and five very different kinds of lots.

Queen Creek

Queen Creek is one of the last corners of the Valley where people still buy the land first and decide what goes on it second, and the houses that are already there are often ready for an addition or a whole home remodel. The town runs its own Development Services Department on Ellsworth Road, and it straddles Maricopa and Pinal counties, so the permit desk genuinely changes with the address once you get out toward San Tan Valley. Septic or sewer, grading, and how far utilities have to run are the first things we look at on an acreage lot, not the last.

Gilbert

Gilbert is officially a town, not a city, with its own Development Services Department and a One Stop Shop portal that handles plans, permits, and inspection scheduling in one place. The neighborhoods tell you what the work is. Agritopia and Morrison Ranch owners want additions and remodels that sit comfortably next to a very particular look, the older large lot pockets like Circle G Ranches have room for a generous addition, and the 1990s and 2000s subdivisions on the south end are now old enough to want structural change instead of another coat of paint.

Chandler

Chandler is where we do more remodeling than building new, and we would rather say that plainly. The older homes near downtown usually need the unglamorous work first, panels, plumbing, and the wall holding up the roof, before anybody picks tile. The newer subdivisions have the opposite problem: the structure is fine and the kitchen is walled off from the living room. Chandler's Development Services reviews plans electronically, with a walk in counter still open for residential jobs, and we handle the filing and the inspections either way.

Mesa

Mesa is the biggest city in the East Valley and builds like three different towns. Near downtown and across west Mesa, 1950s through 1970s ranch homes sit on generous lots, and the question is usually whether to remodel the house or build new on the land. Northeast Mesa, around Red Mountain and Las Sendas, climbs toward the Usery foothills, and parts of it fall under the city's Desert Uplands standards for grading and native desert. Southeast Mesa, near Eastmark and the Gateway airport, is still growing. Plans, permits, and inspections run through the City of Mesa's Development Services department.

Tempe

Tempe ran out of empty land decades ago. The city is boxed in by the Loop 101, the Loop 202, US 60, and I-10, and it stopped growing outward in the 1970s, so nearly all building here happens on lots that already have a house on them. That makes Tempe an addition and remodel town more than a new construction town, on 1950s through 1970s ranch homes near the university and larger lots down toward Warner Road. Permits run fully electronically through the city's Citizen Access portal.

North Peoria

North Peoria is where the land is. Lots are still available up here, the city has a defined custom home permit process with its own submittal checklist, and Amkor Technology broke ground in 2025 on a semiconductor packaging plant in the Peoria Innovation Core that is planned at roughly three thousand jobs. We are not going to pretend that has changed anyone's house plans yet. It does mean this side of Peoria will keep adding people who want to build.

Somewhere else in the Valley? An Arizona contractor's license is statewide, and if your project is in the Phoenix metro and your city is not on this list, call anyway. If it is a fit, the drive is nothing.
